Swanson Named 2025-2026 Policy Fellow
Tim Swanson, business finance manager for the Initiative Foundation in Little Falls, has been selected as a Policy Fellow through the University of Minnesota’s Hubert H. Humphrey School of Public Affairs. This prestigious nine-month leadership program brings together professionals from across sectors to deepen their understanding of policy and strengthen their impact as civic leaders.
Swanson joined the Initiative Foundation in February 2024, bringing more than 20 years of experience in commercial banking and business finance. In his role, he manages lending and business coaching programs designed to support loan clients across Central Minnesota. His selection as a Policy Fellow reflects his commitment to enhance economic vitality throughout the region.
“I was drawn to the Policy Fellows program because of its focus on collaborative leadership and community-centered policy development,” said Swanson. “In my work, I often see how public policy influences the financial tools and resources that are available to entrepreneurs and organizations. I wanted to learn more about how I can be part of shaping those systems in ways that better serve rural communities.”
Originally from St. Paul, Swanson holds a bachelor’s degree from Gustavus Adolphus College and an MBA from the University of Minnesota. He and his wife, Theresa, have lived in the Brainerd Lakes area since 2018, where he is actively engaged in civic life and volunteers his time and talents with several organizations. He also plays viola with the Heartland Symphony Orchestra.
Swanson views the Humphrey School fellowship as an opportunity to expand both his professional skillset and his network.
“I hope to come away from this experience with a deeper understanding of how policy is crafted and implemented—and how local voices can be part of those conversations,” he said. “Being part of a cohort that includes leaders from across the state will also help me bring fresh ideas and connections back to Central Minnesota.”
The Humphrey School’s Policy Fellows program is one of the nation’s most respected public affairs leadership experiences. Each year, fellows are selected based on their commitment to civic engagement and their potential to drive positive change. Participants attend monthly workshops, engage in real-world policy projects, and hear from a diverse array of policymakers and thought leaders.
“Ultimately, I see this as a way to better serve the communities I care about—both through my work at the Initiative Foundation and through my volunteer and civic activities,” Swanson said. “Whether it’s helping a small business access capital or supporting the local arts community, I want to make sure I’m doing everything I can to contribute to a vibrant and inclusive region.”
